What does a course need to earn a difficulty rating?
Time. Needs a bunch of plays and sometimes can take quite a while.

So bunches and awhiles are what I need? I’m on it.

This is basically correct. You’ll need 10 to 20 unique players to play the course. Once there is enough play data collected, it will just be waiting until the next time the model update runs which is typically twice a month. If you feel like it should already have a difficulty, let us know and we can look into it.
